This bill aimed to expand access to oral health care in Texas by creating and regulating the new role of Dental Hygiene Practitioner (DHP). DHPs, licensed dental hygienists with advanced training, would be authorized to perform preventive and therapeutic services such as oral cancer screenings, provisional restorations, and nonsurgical removal of certain teeth under the supervision of a dentist. The bill included provisions for DHPs to practice in underserved settings—including schools, hospitals, nursing homes, correctional facilities, and tribal lands—and emphasized collaborative agreements with dentists. Oral cancer screening, including for cancers of the mouth and oropharynx, was among the key services DHPs would be authorized to provide.

This Texas bill mandates that Medicaid provide reimbursement for specific cancer-related treatments and items. Covered services include physical therapy, dental services impacted by chemotherapy or radiation (such as oral surgery, implants, veneers, and dentures), compression garments (sleeves, garners, and gauntlets), and mastectomy products (shells, shapers, and prostheses). If federal authorization is needed for implementation, the relevant state agency must seek approval before proceeding. The Act is scheduled to take effect on September 1, 2023.
