Md. Health-General Code Ann. § 18-802 – Current Through 2025 Regular Session

Maryland law requires the Secretary of Health, in consultation with dental care providers, to develop and implement ongoing oral cancer education programs. These programs must train healthcare providers to screen and refer patients with oral cancer and promote smoking cessation, especially for high-risk underserved populations. Topics addressed must include oral cancer risk factors, signs and symptoms, high-risk behaviors, and access to screening.

Md. HB 1184 – Enacted May 11, 2000

House Bill 1184 established the Oral Health Program within Maryland’s Department of Health and Mental Hygiene to reduce oral cancer mortality, particularly among high-risk underserved populations. The legislation directed the Secretary of Health to create educational programs for healthcare providers on oral cancer screening and smoking cessation, and to launch the Prevent Oral Cancer Pilot Program to provide screening, referral, and treatment to underserved adults. Annual reports to the Governor and General Assembly were mandated. Section 2 of the Act, which created the pilot program, was set to expire on September 30, 2003.

Senate Bill 824 established the Maryland Commission for Men's Health within the Department of Health and Mental Hygiene. The Commission was tasked with raising awareness of men’s health issues, including oral cancer, and developing strategies to reduce health disparities and improve health outcomes for men. The Commission reviewed data on male-specific diseases such as prostate, testicular, and oral cancers, and promoted preventive care and health screenings. It was authorized to accept public and private funding and was required to report annually to the Governor and General Assembly. The act took effect October 1, 2006, and was set to expire September 30, 2010.

House Bill 1552 proposes reestablishing the Maryland Commission for Men's Health within the Maryland Department of Health. The Commission would focus on improving men's health outcomes by raising awareness, promoting healthy behaviors, and addressing health disparities—especially among racial and ethnic minorities and underserved populations. Duties would include organizing community outreach, reviewing health data, and advising on relevant policies. Oral cancer is listed among the priority health concerns. The Commission would be composed of twelve members appointed by the Governor, Senate President, and House Speaker. If enacted, the law would take effect on October 1, 2025, and sunset on September 30, 2029.
